Our brand guidelines are a 40-page PDF — will it actually follow them?

Rebrand it doesn't read your guideline PDF. It applies whichever style preset you pick from your workspace, and that preset is the only source of color and type it uses. Pick design only and the wording can't drift from what was signed off, because it isn't touched.

Will it come back as something we can still edit, or a flat image?

It rebuilds with live text, not a picture of text, and hands the file back in the format it arrived in whenever it can. If it can't actually compile that original format back, it says so before the work starts, names the formats it can produce instead, and lets you choose — never a silent swap.

Can it quietly reword something legal already approved?
